Well if history tells us anything, the answer is Italy, preferably filmed by a director with little to no grasp of the English language.
That man is Sergio Leone, who despite the language barrier, helmed some of the most iconic westerns of all time, filmed in the Italian countryside. That's why they're called "spaghetti westerns."
